and mr. christopher wattling for district ten. >> item for cal train to proceed with design bridge with berm design allocation -- public works and environmental connector road. appropriation of 49,000 and appropriate funds for planning and community outreach. this is an action item. >> good morning commissioner. my name is collin i'm the transportation planner with the authority. this item is on page 15 of your packet. it's an update on two projects that we last presented to you in march. one is the quint street bridge replacement project as well as quint-jerrold connector road which is a city project testimony just -- just going to quickly give you an overview. here we're showing over view map of the project area. we will see here is the circle in the center is the quint street bridge. this is a cal train bridge over quint street which is a local street in the bay view. that bridge over 100 years old and is in need of replacement. cal train has just recently completed the replacement of the jerrold avenue bridge which is one block north. cal train has $25 million of funding lin
. >> director metcalf? >> i am really glad that we are talking about the extension of the cal train i am hope thating we spend more time as a board on this. i have no concerns whatsoever about ecom or the price. i am concerned about the scope of what is in this and what i know from talking to other people in the community is that the various partners that will be necessary to connect cal train to the transbay terminal do not agree about the alignment. the san francisco mayor's office and i am the mayor's appointee to this board does not agree with this alignment. i don't believe that the san francisco county transportation authority does. getting agreement between the various parties in addition to the high speed rail authority and cal train is the task ahead for us. the, i believe, i have a great concern about opening a supplemental and then locking ourselves in and then telling ourselves that we can't reopen it. i know that we have to do a supplemental eir but i don't think that we yet know what should be in it. >> i just add on that that question. because i had a related question. and so i
dpw and cal train committed to incorporate landscaping to enhance both those projects. lastly, we have heard consistently from the community, the importance of incorporating a local job opportunities and contracting opportunities and so this funding request includes a request for developing an outreach strategy to go out and engage folks in the community so they can participate in the opportunities that will be available with both of these projects. given the work we've done and the community outreach, we are essentially, i think we kind of presented this conclusion or rather thinking on it initially but further work has essentially found that the option one, the berm option combined with the connector road really are not ideal are the best options we have in terms of maintaining that bridge with the funds we have in terms of facilitating a station and maintaining local access. and in terms of facilitating other land use activities in the area. those include the pc but go into a little more detail. we also included in this package of improvement and city project for the connector road
for cal train having as many trains as possible go into san francisco would be the ideal thing to have happen. and there are also are questions also regarding the alignment and whether the current alignment is actually the most cost effective and the layout of the stations is there any room for improvement in terms of number of riders and the effectiveness of that line in the long term. so i am very glad to hear director metcalf raise these issues and you know we certainly, strongly encourage in either this project segment or subsequent project segments to address the miss match between the current older plan and the needs of the blended system and the long term ridership and revenue goals of cal train and the city of san francisco. thank you. >> thank you, very much. >> is there any other public comment on this item? >> none that i am aware of. >> all right. seeing none. we do have a motion and a second. >> can we take a roll call on this item. >> director harper? >> aye. >> lloyd? >> aye. >> metcalf. >> aye. >> kim. >> aye. >> that is four ayes and item nine is approved. >> thank you
the plan. and cal tram and we have done so successfully in june, the boards approved the locally preferred alternative for the rapid transit project and we are hoping for the project this spring, in october we had the full funding agreement and almost a billion dollars to that fund and project. and last of the signature projects that they have signed and all of the lessons learned and we opened to release the eir draft in 2013. i don't want to take up more time and just highlighted the big projects but there have been countless small projects city wide that has wies's fingerprints on everything from this weekend celebration of the church and pedal street scape projects to the recent approvele of 2010 to the vehicle registration fee which is supposed to provide improves state wide. and there is so much more to say to have the opportunity in january other than use. and from the bottom of our heart i know that the staff will truly miss you and we hope that we will have you fooling around the agency in spirit and literally as we move forward. thank you. >> thank you. >> and again, we want to t
oakdale cal train station is too important. it's too good of an opportunity separated transit access for folks around that station to downtown and to the airport in places south of valencia and somehow include it because of the bridge work. that's the origin of this whole effort. it's not my favorite sport to close city streets. this is a way that you can have your cake and eat it. we can have the connector road, but we can have this potentially fabulous connection from that part of town into downtown where employment is going at the same time. in the process perhaps give the poc a more useable piece of land where currently we have industrial uses that are -- i would surmise based on highest use of that space and a street that's definitely under utilized. >> great, thank you. commissioner cohen? >> thank you very much. i like to take a chance and opportunity to thank t.a. staff and cal train staff for the work they've done for the last year in a half to address many of the concerns you heard raised here. alternatives for our consideration that replaces this bridge, which by the way o
. it's called cal recycle, a division of the state. and i believe it just goes into their general fund. they are funded by the redemption -- the nickels and dimes that are not redeemed. it's called "the fund." it's the money that is used to pay consumers back and there is only about 80% of bottles and cans that are returned. so there is an extra amount that helps to run the organization. i believe that funding goes back into that pot. >> okay. other jurisdictions are using mobile vending as an option to comply with the law. do you know of any that are successful? >> there is really one real example, actually is san diego. where there was state legislation passed to allow three supermarkets to share one -- essentially one recycling center that moved for two days, two days, two days to each supermarket on a very set scheduled. so that the customers could get used to. it the state is very particular about running enough hours at certain times of the day, to be certified by the state. so a mobile option has been -- is functioning now in other parts of state. we have talked with t
by commissioner and staff at that time. only when cal-pal brought to the commission in 2001, that the community finally had some clout to enforce a permanent solution. cal-trod still have that power. it's not up to this commission. they can go back to the state quality board with that permanent solution. i joined judge cahill's mediation on the lake merced issues. and a lot of progress was in that. the lake merced water task force in 2000, recommended almost everything that has been done. these were volunteers who knew what needed to be done to restore the water quality and lake level. other activi tiactivities and a collectively call ourselves cowboys. the golf course's daily water plant, and west side hydrological model, and the wells, and saltwater intrusion models. some gathering dust, largely, and i think it's the $588,000 watershed report, not being activated. other activities. we were confident in 2008 that with the water being addressed and the watershed report, that we could ban the lake merced task force. that was a big mistake. the board of supervisors resolution in 2007, there is no

the cal aye sew has approached this, they deal with these in clusters. * iso north star is in one cluster, cluster number 1 for lack of a better title of about potentially 20 to 30 projects that all are in the same or general geographic area that might affect our facilities as they go through the process, we're looking at a set of projects that would protect us from all those projects. as i said, some of those projects may fall by the wayside. so, in the final analysis, there may be, say, 15 projects that end upcoming in. the level of protection, the kinds of things we should be doing would be similar to what we're doing if we were doing all 20 or 30 projects. again, it's online. and objectives and i can't make the cal train because it's congested around the giants game and sometimes they don't go beyond second street very quickly. well, there are solutions to put in place. there are opportunities and check them against the golden objectives and at the end of the day we understand the priorities and the goals of the community and the city and we understand what is happening and when both in transportation and land use, our next responsibility would be to come up with solutions that make sense and that get out ahead of the environmental, so i'm very interested in this process just like we did with the people plan in america's cup and before the environmental. the environmental kicked in and gave us great data and back in the people plan and had a plan that was smart and a environmental that had great mitigation measures and i think that is a great proposead and recommendation for getting ahead of the issue and vetting them in the project and with they will turn it over to brad for his report. >> good afternoon commissioners. brad benson special projects manager
